Australia applies an annual cap to the number of first Work and Holiday (subclass 462) visas that may be granted to Ecuadorian passport holders. Second and third Work and Holiday visas are not counted against the first-visa cap in the same way.
A PAUSED status means new first Work and Holiday applications from Ecuadorian passport holders are temporarily unavailable.
A paused cap can later return to OPEN during the same program year. A CLOSED cap will not reopen during that program year and waits for the new program-year reset.
